Exit the Library. Crouch-walk to the Stairs. Do not use the main stairs. Use the Service Stairs behind the Kitchen. There are no item spawns there, so The Nightmaretaker never patrols that area.

Go straight to the Bathroom. Grab the plunger (useless, but ignore it). Open the vent. Crawl through the vent into the Library. The Nightmaretaker cannot enter vents. Wait here for 20 seconds until he walks past the door. Use the Service Stairs behind the Kitchen
You need the Crowbar. It is always in the Garage. Top tip: Break the garage lightbulb before picking up the crowbar. Darkness reduces his detection range by 50%. Get the crowbar, pry open the Basement safe, grab the Master Key.
